the green swirly should be there all the time, not just when you are syncing.. mine is present right now... no way to turn it off! that is a problem in and of itself, if you dont have the icon....
are you sure you have WINDOWS MOBILE DEVICE CENTER installed?
again, once it is installed properly, it will always be present down by your CLOCK on the task bar (make sure you have all icons visible, right click task bar, properties, notification area, UNCHECK "hide inactive icons" )
