SIP-Change is a program that runs after so many seconds when your device is turned on to assign the default keyboard to your device. It is a known bug that when the touch is soft reset that no matter what the default is set to via the WM settings it will always default to one of the HTC keyboards. What SIP-Change does is keep the keyboard set in SIP-Change to alway be the default even after a soft reset. Works great for me.
