Ok, before I actually uninstalled and reinstalled WMDC I disconnected my Touch from the USB and then reconnected it. Low and behold, WMDC picked it up and asked if I wanted to setup a new partnership with it. I did and after multiple disconnects and reconnects, it is still syncing correctly.

So here is what I did when I could not get it to sync:

1. Disconnected the Touch from USB
2. Deleted the Partnership on the PC (leaving the sync file folder)
3. Reconnected the Touch with USB
4. Waited for a few minutes, then disconnected the Touch again
5. Connected the Touch via USB again, and setup a new Partneship on the PC

I even named the Partnership the same as it was before and it automatically synced back all my files. I wasn't that worried about Contacts and stuff because I sync to an Exchange server for one of my email accounts.

Try following those steps exactly and let us know what happens.
