I have a question though, since i already downloaded that time stamp fix cab and my txt messages are now in order but just has a double time stamp, will doing (changing it to 0)this fix the double time stamp issue or is it just supposed to fix the messaging order if i did not download that fix previously?

By making the regedit you're referring to, it will force the incoming text messages to be timestamped with the time showing on the phone's internal clock
The only kicker about this is that you will lose the carrier timestamp. In other words, if someone sends you a text at 2pm but your phone doesn't receive it til 5pm, the message will be timestamped as being sent by that person at 5pm
But if this isn't a big deal to you, then no worries. Making the regedit will fix your problem. And if you're scared about making the wrong edit or screwing something up, let me know and I'll be happy to cab it up for you
And to answer your question, no it will not affect old messages that were changed by that one cab you installed. It will only affect new ones coming it after you make the edit
