I have to assume that it is not necessarily Google that is holding it up, but rather the two companies coming to a mutual agreement on cost, services, etc. Google is like any other company and out to make money. Their track record doesn't make me think that they are waiting to be jerks or something, because they have to be watching the market and know about the Incredible and its upcoming release.

I blame the bureaucratic politics of two large corporations trying to make sure that they each have their respective butts covered to the fullest.
