basically, maxmanila has a configuration menu that is accessed by swiping downward on the today screen. it also adds a set of quick links that is accessed by swiping upwards on the today screen.
cookie adds more quick links to the maxmanila page. they are accessed by swiping left and right on the quicklinks page.
neither? well, neither?! to see it, set the items on the today screen to "windows default".
