if you want to delete an icon from settings you have to do delete the key from the registry..

look in: HK_LOCAL_MACHINE\Security\Shell\StartInfo\Start
you will find: Settings, Personal, System, Connection

View the key where you want to remove stuff from and just delete them from there.

keep in mind some of the icons are commands from one single file cplmain.cpl so a lot what you see there are "commands" to that .cpl which creates all the different control panel icons and paths to their setting.

what i do most of the times is if it's something i want to be in control panel i simple copy the short cut to windows/start menu/settings and the icon will be visible in start>settings>system (you just won't be able to put it into personal or connections unless you add the shortcut.lnk to the registry).
This helped but after deleting it. It comes back after a soft reset but the string I deleted was not found in the registry any more, but the icon is still in the settings folder...and still works fortunately.
