The problem is that the user is probable switching between a "real" wifi to his phone and the DNS cache is not getting refreshed. this is a common problem with users who use hibernate (I can only guess is thats whats being used ) as it writes a copy of windows state to the hard drive prior to shutting down so when its repowered it loads all the info back into RAM from the old state but is now connected to the new device (the phone) which is restricted to its DNS by the provider.

Yeah. But I was assuming he had an alternate browser on his desktop.
Would a reboot clear all of this cache out also?
