If you have the ruu update utility you could just drop the ruu_signed.nbh into it and run. I couldn't find my ruu update utility so I had a stock sprint rom. I extracted it (RUU_TITAN_SPRINT_WWE_2.17.651.0_RS_TITAN_SPCS_1.4 7.01_Ship) to a folder on my desktop and just replaced the stock sprint RUU_signed.nbh with the one I renamed from 3.16.651.0.nbh. Once I did this I had no errors or hangups on 11%.
also did this.. and on VISTA ULTIMATE and phone is finally updating.. the bootloader/updater included with the 3.16.NBH file didn't work at all with VISTA.. just renamed and its now working.. i'll have gps/evdo in no time.. thanks op and everyone else for help!

stuck at 38 percent.. but went thru recovery mode and redoing it...

its up and running... but not finding satellites.. i'm pretty sure it will though i might need to enable it or something.. so yeah.. my experience worked! gl everyone else
