I found what the OP was referring to, and it is indeed the GSM version of the HTC Touch that has these updates.
It is actually still there, just at the bottom right of the page now with the image broken:
Upon clicking that bottom link for the "HTC Touch (GSM)" model, you will be brought to a page with the updates mentioned:
