The downside to PDANet is that you need the client on the computer you're connecting with too, but that is correct that you don't need to be rooted to use it.
For the Evo, I'm guessing since it'll come with the Sprint app that it won't need to be rooted to use that either, although I'm not sure if Sprint plans on charging for that feature or not, I haven't heard.
