Can't say if it makes it worse or not but its not only the provisioning. I did a hard reset, disabled sense, *228, downloaded email, 20 mins later it hung on incoming call....
I always hard reset after a new rom ... never go back to stock though, that seems like an excessive dace, id probably fall over
