Presuming that US Cellular is a CDMA carrier, if it were me, I would:

1. go into bootloader and install the relocker Raphael_CDMA_Relocker (soft-reset)

2. go into bootloader and install the stock us cellular rom, which includes a radio, etc. (soft-reset)

After this, see what the phone does and reply to the thread with your results.
