I don't think it is any recovered lost files but corrections to the indexes and inode info. I want to say yes to ok to delete... BUT... you could lose data, more likely out of your data.img file than windows but still likely.

I have been deleting these off for a while and have not had any issues with data loss or android that are not already known issues. However YMMV. When i get up to 20 i just remove them since a new one is created after every boot. Its not that i don't have a few more gigs of free space, i am just a neat freak and don't like additional files cluttering the root of my card.
