LOL! That's actually normal. Really!! That directory has a good number of files in it & sorting claims a
few clock cycles!!
I would suggest sync'ing your phone & using windows explorer to deal with that directory. You can just leave that window working, since it takes a long time to sort.
And yeah, I NEVER terminate File Explorer when it's pointing at the Windows directory, since as you pointed out, the next time it runs, it will point at that directory by default & you'll have to wait for it yet again!
