To get Cell Tower updating to work, what worked for me and seems to have worked for others is Updating to Google Maps 4.0 in the Market, and making sure Wifi is enabled by going into your settings and checking the box for Wifi whether you are using Wifi or not. Also some have claimed going into Location and security, and unchecking and re-checking the Use Wireless networks for your Location and accepting it helped as well.
