Sprint has recently launched commercials highlighting there price points compared to Verizon and AT&T. I dont see any reason they would increase or require you add a 4g option to your plan to use the phone. If anything, they will try to make this the main factor all the old legacy plan holders (which I am 1 of them) to finally dump that plan for a phone that truly is worthy of paying the extra to get those speeds in the areas where its offered.
Im sure that will all be announced once they announce the phone.
As a side note, I have added the 20/24 credit to my plan the last week it was offered in hopes that they would finally be releasing a phone that truly warrants me hanging up my plan i love so
