This is the easy way to do it. I've just been doing it the hard way.
In the windows directory there are two files to replace
PhoneOn.wav
PhoneOff.wav
Just get the .wav file that you want and rename it PhoneOn.wav or PhoneOff.wav. Then drop it into the windows directory. You will have to replace the ones that are already in there. They have to be in .wav format

As for doing this in Total Commander, you just need to access the registry and change the value at
HKCU\control panel\phoneextendedfunction\CDMA\flightmode\
Change both the Sound-off and the Sound_on to the location of the .wav file that you want.
ie.
