If your battery is low, the charge light will be red when you plug it in. Have you tried leaving it plugged in for a while to see if the light turns green?
When you plug it into your computer, do you get a flashing red light? I had a problem with a new xv6700 I bought where it wouldn't turn on. When plugged into a charger, it showed the red low battery light, but when I plugged it into the computer, it showed a flashing red light. Looking down the side of the battery, I saw that some contacts were bent. I pulled the battery, adjusted the contacts, and plugged it into the computer, got a solid red light, and it started to boot up.
If that doesn't work for you, try these things (in this order) with the phone plugged into the charger:
A. Try putting your phone into bootloader mode: hold the power and record buttons at the same time and press the soft reset key. Does your screen say "Serial" or "USB" (there will be no backlight)?
B. Try hard resetting: hold the left and right soft keys and press the soft reset button. Be careful here--if you select 'Y' at the prompt, all of your data will be erased beyond recovery.
