Because, as they've stated, they want to get certain core functions 100% right before adding in other things.
There will never be file access because of the way Silverlight works. However, that doesn't mean you won't be able to save certain types of files. They'll just show up in the appropriate hub. What's to stop someone from writing a "Files Hub"? You could have it show up as a helper app so that if you tap on a link in IE, it'll save the file there.
I'm definitely not falling for iPhone Stockholm Syndrome. There is something to say for a phone that just works and you don't have to tinker with to get it to work properly. I'm anti-Apple and AT&T sucks so an iPhone isn't an option. Plus I love my Zune so basically having a Zunephone is going to be wonderful for me.
Remember everyone, this is Windows Phone 7 NOT Windows Mobile 7. It's a phone, not mobile Windows anymore...
