But that makes it sound like since they're original files cooked into the rom, that you can't delete them.

That is correct. Every file in the ROM is copied from (or used directly from) the Windows folder.
I had a bit of a speed increase when I switched several apps to cab installs. For example, I made a 6MB cab of all the "Ring-", "Alert-" and "Alarm-" files that get copied out of the Windows folder and removed them from the kitchen's OEM folders (The only problem is that editing the OEM folders is how I end up with most of my cooking errors, so I've learned to do that sparingly).
