It requires sdkcerts. Remnet.exe is responsible for the popup. The cab installs an empty exe named remnot into \windows and associated reg entry so that when remnet is called for nothing happens. It has worked for me so far.
Edit: I have not tried this, but if you go to HKLM\Software\Microsoft\Shell\Rai\:MSREMNET and delete the string Remnet.exe it may get rid of the message as well (or just delete the key altogether)

HECK YEAH! thanks man! will try this out immediately. I am also all about saving RAM, dont care about titanium scrolling loop. I would like it to stop.
edit: I see what you meant.. you meant to stop the arrows from showing on either side of the lock icon (the ones I worked so hard on to make blue and dark..) oh well. memory is better than looks.
edit 2: don't delete that key, will break data altogether. hard resetting now.. lol
edit 3: deleting that string does not stop the popup.
edit 4: neither does the cab... but maybe I messed something up hard resetting and will reinstall it.
edit 5: no love from the 777 notification disable. I am going to make a blank remnet.exe and just overwrite remnet and see what happens when it is cooked. have to wait for tonight though unless I am feeling dangerous enough to flash my work phone with an experimental rom that may not have a data connection..
edit 6: I was feeling dangerous and went ahead and cooked and flashed like that (remnet.exe as a blank file) data still works but the popup is still there. I have concluded that remnet.exe is NOT responsible for the popup.
