Actually, static charge can easily be discharged and capacitors lose their charge within an hour or so.
By the time he actually finds distilled water, it should be all good, especially considering he's touching the thing.
Alcohol can do damage to certain materials within chips and processors.
It is imperative for him not to listen to you, but rather listen to me, the one who's correct. What he is essentially doing is flushing anything that can cause minerals to build up on sensitive electronic parts, and then letting the device dry naturally (not in the sun on his dash, or with a hairdryer) but naturally letting the water evaporate.
I've got friends that swear by this. A couple of friends of mine jumped into a creak (well fell in horsing around) and both had their phones on them. Razrs. One friend did as i said, the other let it dry out, and sure enough both worked fine after dry for only a little. The one who didn't soak in distilled water ended up having major issues.
We're talking about shit that over time grows or does more damage.
