I've never gotten into trying different XIP builds with different SYS builds, so I always make sure that the two match. That said, the numbers are just build numbers for Windows. Here's a quick breakdown of the numbers that are in the default Kitchen.
21056 - WinMo 6.1
21893 - WinMo 6.5
23542 - WinMo 6.5.x
28232 - WinMo 6.5.x
There's two different versions of 6.5.x (I think the x is a 5 these days but I don't use them so I'm not 100% positive). The two versions are because Microsoft is working with different teams to fix and update different things. These two builds are considered more experimental but many people use them and say that they are pretty stable.
You'll also here people talking about new builds. I use WinMo 6.5 so I downloaded and added to the kitchen build 21895.
