Yeah, but I have to think ms doesn't just throw this stuff out assuming that the hardware manufacturer will pick up their slack.
I was on another rom (forget which one) where I had to change the wallpaper @ HKCU\Software\HTC\Manila. Once I changed it the first time like that, I was able to change it through the home screen menu. Wierd.
