TP2 is ready to use outside of US, no need to unlock jack isht nomasyin
Local Sims are best, pop it in and you are set to make some calls after adjusting your settings(GSM ONLY under phone/settings)
Wifi is plenty, make sure you dowload skype


Basically it is simple.
