It is one of two things:

- The connection between the phone and the charger.
- The Power source itself

If you are using your home charger then substitute another USB to mini-USB cable instead of the one you are using right now and test to make sure it is not just the power source. If you still have power problems after substituting the cable then it is definitely the power source.

Try to charge using your PC instead in this case.
