1. Why, if my tower obviously supports EV-DO, will I not default to it.
The phone is designed to allow you to connect everywhere you go and since text comes in on 1X, it does not allow you to default evdo because then you would never receive a text message.

2. Is there any way to force EV-DO, but still retain inbound calls?
No, the reason you drop to 1X while on a call is since you cannot use data while on a call it drops you to 1X to allow more space for EVDO data users to connect while you are unable to use the service.

3. Is there a way to edit a PRL file to default to EV-DO (if the PRL has that power)?
The PRL (Preferred Roaming List) is nothing more than a list of roaming providers and the cost for using them so when you are roaming in an area where several partners are available it will connect to the one that cost the least to use in order to save the carrier money. PRL updates are only necessary when there is a change to roaming providers in your area or you move (like to a different state).
