Trying to use dial up rather than pay for vzw internet

I tried to use my dial-up phone number, usr/pswd (netzero) to get online without paying the $45 per month for internet but somehow verizon still managed to track my data usage and charge me per kb. As far as i can tell the phone is trying to process the connection over a "data line" rather than using the phone like a normal dial up connection is there any way to tell it to run it like a phone call rather than a data call? Any help would be much appreciated!
