the user is using custom ROM on his/her phone that does not come from Sprint. Please read the many threads around here and you will soon see that there are many ROMs available for your phone here that have been custom made . They offer many differences and I am sure you can find one to your liking,Just be careful and try to read and ask questions so you do not end up with a dead phone. A good place to see all the different choices available for the TP2 is right here
