That sounds like it is more meant for actual android phones, but ones that are in countries where they shouldn't be yet...
It's a useful tool for our phones, too; It lets you see paid apps in the market. Without it, they don't show up. (Because our phones report some weird hybrid network data when they connect to the market app, and don't look like normal Sprint Android phones, etc.)

But, no, it has nothing to do with getting downloads working. That's a separate problem.
