UPDATE:

When I do a power + vol down + reset button the screen now says

Security Unlocked
DIAM500
SPL-0.64.0000
MicroP-Diam (LED) vB
PSOC-DIAM Stage_evt v20

The original screen I posted was what shows when I try to do an unlock or upgrade a rom.
