Not necessarily true. My router holds ip address's for a set lenght of time. Only way to bypass it is to go in and tell it to release it. You can also change the time for how long it keeps an ip

Reboot the Modem or Router, after upon reboot you will have a new IP from your ISP. You are good to download again right away. hope this help.
