The exact area within TD2 Tools that causes this is in the Data Conn. Tab. By setting the Verizon data connection to "Always On", you're going to get the lockup you describe. It seems to not allow the data connection to shut down to allow the voice connection to go through. Sometimes, it can also cause the phone to experience a signifigant delay unlocking the phone (around 30 seconds). If you disable the "Always On", it will restore your ability to answer calls, rendering a hard reset unnecessary and allowing you to apply the other tweaks availible.

Although HD Tweak worked just fine with the previous ROM, HD Tweak caused me to be unable to answer incoming calls. When attempting to answer, sliding the slider to accept caused it to remain on the incoming call screen, unable to hear the other party on either end, and the only way to get it to go away is to end the call. I used the same settings in HD Tweak that I had used previously w.o issue. In order to fix this, I attempted to simply uninstall HD Tweak to no avail. I ultimately did a hard-reset, re-loaded the rom, and now everything works fine.
Now, this may or may not be related to specific settings I used, or a compatibility issue with the program in general. In any case, IMHO, I would avoid HD Tweak unless you're willing to do a hard reset. In my particular case, this is unfortunate because I liked being able to adjust TF3D's sensitivity.
PS: I know HD Tweak is incompatible with Sense 2.1/2.5. I use good ol fashioned 2.0 until the release of some ROMS with 2.1/2.5 cooked-in.
