Edit - Primarily I want to be able to send texts from my keyboard at work, so I don't need to be handing my phone. I can't install software on this computer, so I am looking for a web solution.

This not fit your needs exactly but if you connect your phone to your PC via PDANet, it supplies an SMS agent on the desktop. The problem is that you are then using PDANet and your phone to supply internet connectivity to the PC so it's not something you'd probably want up all day just to handle SMS when needed. I assume you'd like to just keep your regular connection but still SMS.

Edit: I just reread where you said you can't install software on the PC so never mind as PDANet requires installation. Need another cup of coffee.
