To do a hard reset, in Sense go to the Settings tab, select security, and then factory reset.
The TP does not reset after a PRL update, but if you manually do it, mine still worked.
I'm not sure why your TP wouldn't ring in a 1x area. I'm not sure what to tell you about that...
I too am on alltel and I couldn't get the my location to work properly, but here's a little trick. If you enable wifi, you do not even need to connect to connection and then click update you can get the my location to work and get your weather itself updated. I just do that whenever I'm wanting the weather and then turn off wifi, to save battery life.
