You most likely need to sign the shellres before you cook your rom. Also you cannot rename files in rom. You can overwrite them though. I use my own custom icons and I have always had to do this.

Sign it then cook, it should work.
But how do i make the cookable .dll and where do i put it? the only way i know of is to turn it into a cab, then convert it to a ext or oem, then cook it. i want to skip all that jazz and just replace the windows flag permanently.

Its not Shellres.192.dll that controls the start icon in this kitchen. Its in Shellres.192.dll.0409.mui[/QUOTE]

So how do I go about changing it?
