Same here, I started at 0. Which is odd but it really doesn't come into play unless (for ex.) an area wide emergency has every phone going (Think 9/11 attack).

When you think about it, the only thing that really makes the information confusing is the ACCOLC abbreviation.

The Access Overload Class (0-9) is U.S. based, Access Overload Control is U.K. based (0-15). Both systems apply the number's priority, differently.
