I also have the same issue. I have been looking and cant find any fix.
Downloading a stock ROM, going to try a flash dance.
Update:
Did the flash dance and same problem. i took a look at post 23676 and changed the Resolution From "V" to "W" and it fixed the Notification Icons, but not the Big Icons when using the slider.
