Yes it is free. But if you want to earn more than 1 reward you will have to pay for the premium navizon account. But you pay no money out of your pocket since you can redeem one of your rewards for the premium account.
Without a premium account you can earn one $15 reward. After you accumulate enough for your second reward you use it to buy the premium account and you then can earn as many rewards as you want afterwords.
