I opened start/GPS/HTC GPStool, set the baud rate to 115200 and hit start test. It litterally took over 10 minutes to get the first lock. I just let it keep running and after about 15 minutes or so it had locked on 8 satelites. I stopped the test and have not had any problems ever since. I am not sure why i had to do this or if it will help in your situation, but it may be worth a shot. I just figured i would post my experience since i was also convinced the GPS just didn't work. I fought with it for hours until doing the above which fixed the problem for me.
