[HKEY_CURRENT_USER\Software\HTC\NOTIFICATIONMANAGER\{607CDEA2-E44A-4528-A2C3-A7DC6B6D824D}]

To something like this:
[HKEY_CURRENT_USER\Software\HTC\NOTIFICATIONMANAGER\{471CDEA2-E44A-4528-A2C3-A7DC6B6D824D}]
It is set under HKCU\Software\HTC\NOTIFICATIONMANAGER, which is HTC's addon to the standard Shell Notification tool. Don't know why the key isn't there, but an options of 0 means just to show icon. By changing the second key, you should disable the HTC Notification Manager.
