Try something real quick for me, under the \Windows directory, there's a file named FS_TaskMgr, run it. It's Dot Fred's Task Manager, it's what XDA uses to import reg and provxml files. In the upper right hand corner, right below the 'X' is a drop down menu, drop down the menu, and select RegEdit. In the bottom left hand corner, click the far left icon, select Import, find the reg file, and try the import. If this works, it should work with XDA, but then again, I don't use XDA, been using Sashimi since like the second or third release by Mike.

Let me know the results, and we'll see if we can't figure this b**** out.

Ok, importing the one I "touched" with notepad didnt effect anything. So, I exported a new version and THAT worked. So its something to do with how notepad is saving the file. I tried UNICODE and ANSI and they all have the same results. So I have no way of "editing" the reg files outside of have a whole bunch of reg files in the UC folder instead of just one... :/
