On my phone at regular settings you cannot put your finger on the screen and move it up and down and have it scroll, but instantly after setting it to 9000 this feature instantly works and setting it higher makes it even better.

This has been the case with me and many others obviously as well, so I really don't understand why you would say that that is not making a difference.

This is true for me as well, it give you screen grab type scrolling... It gets annoying tho cause it stops the ability to select things and such... my experience at least...
