To the OP: Are you sure you're flashing a GSM ROM and not a CDMA one? This will make a BIG difference.

@dtuma1980 - You're in Chaska!?! Wild! I grew up in Glencoe and am in MPLS.
-As for your situation - I would re-download the RootRom you are running.

Here's my recipe for best flashing results:

1. Flash stock ROM
2. Hard Reset
3. Let stock customizations run
4. Flash custom ROM
5. Hard Reset
6. Let custom ROM customizations run
7. Enjoy!

If you don't flash back to stock, you may experience sporadic issues that other users of that ROM are not experiencing. This is because some elements and sys files will not be the same pre-flash. By following the above process, you will ensure that you start fresh for every custom flash.
