I feel your pain. Technology should just work.
My alarm will sometimes sound 2 or 3 times for the same time, so I have to dismiss it 3 times or it will go off again in 15 seconds.
I figured out a quick work around to clear the problem, but this is not a fix.
Set your Home timezone zone to a different zone, click "ok" button in top right. Click Yes in dialog. Now change the Home timezone back to what you want with the same process. I'm not sure what that does, but it must be resetting all your alarms.
If you ever add or change your alarm, repeat this work around just to make sure.
