My aGPS seems to be working well, as is my data, so I want to ensure that's still working without the problems I'm currently having.

Well to be honest I never used carrier cabs so Im not sure if bell requires one or not. I haven't had those issues either so I'm thinking it is the bell cab. Try removing it instead of reflashing and see if that works. I'd say if data and phone still works with no carrier cab then why use it? But I really dont know.
