I am running XP Pro PS3.
Power management on PC in device manager (under USB Root Hub) is unchecked for "allow computer to turn off device to save power".
Phone backlight does stay on (like it does when it's on wall power) while the laptop is in sleep. So something is telling the phone to stay awake.
Again, completely turning the phone off allows the charging light to come on during laptop sleep mode.
Watching the power settings on the phone (settings/system/power) shows 0 charging mA in sleep - and about 400 mA when the laptop is on.
Choosing active sync, disk drive, or internet sharing has no impact on the charge status while the laptop is asleep.
Wife's phone charges on all three laptop ports while it's sleeping. My TP2 prompts for AS/disk drive/IS but no charge - on all three ports.
I am completely certain that the ports do provide power while in sleep - though it may not be enough mA to trigger my TP2 to realize it's charging. Only when the phone is completely off does the light come on.
I don't know when this started happening, but I've had the laptop since October, and I know as recently as December, I was actively charging my TP2 while the computer was in sleep mode.
If it was the PC/laptop settings that are not correct (i.e. power management for USB) then you'd think the ports wouldn't charge any phone. But it's only my TP2 that won't charge. My brother's HTC Hero also charges no issue...
