The charge light does come on while the PC is in the fully awake state. Oddly enough, while in sleep mode, when I connect the phone, it asks me if I want active sync, disk drive, or modem mode - so I know there is some communication between the PC and phone during sleep mode.
I did a hard reset - and there too the light did not come on while charging in sleep.
When the phone is completely powered off, and I plug it into the PC it DOES charge while the PC is in sleep mode...
I'm stuck.

This my have something to do with active sync. With my device sometimes it drains the battery when connected to but that might be because I have allow internet connection while connected enabled . I think the person who said check the power management is going down the right path. If your wife's phone is still charging try using the usb port she is in if it works you will know if its the phone or the laptop....
