Reinstall the cab file. It will say that it needs to remove the existing cab file first. Say ok. It will then say it could not completely remove, install anyway? Say yes. Then when it is done and says to restart the device, select cancel.
Then execute the same cab file for install again. It will not mention the old one now and will install the file. Then say OK to restart the phone. After it loads completely, then go in and remove it. Should uninstall fine then.
